Couples hanging out at public places=a crime?

Okay, am not exaggerating (yes, i do do that, almost always:p), but seriously!!!
Today, we went for a walk in the leisure valley (thats like, a really nice n big park n moreover they don't charge casual walkers unlike the Punjab Agricultural University ppl:p) and, all over, there were couples, on benches behind trees and the more covered sort of places. All the looks that people were giving them!
Cz there are so many old ppl walking n all...
Agreed, they are meeting without their parents' permissions (it kinda shows on their faces), but then, not everyone an go to CCD or Barista everytime!
And if you justify the old AND the middle aged ppl staring at them, can you digest the fact that they are also a source of easy money for the police?!?!?!
How funny is that!
Friends told me that if a police-waala catches you with someone and there aren't many ppl around, you'll have to pay him so that he doesn't go running to your mommy! Pay him GOOD, for that matter!
Personally, i don't have any strong opinion, i don't fall in either category (the starers or the stared:p) but i do find it a bit weird, that couples in our society can sit for 2 hours at CCD but not on a bench in a public park:p
